I don't know is the short answer.
Could it be that having the extra water in the system gives a bigger capacity (more water can hold more heat).
But on the flip side more water takes a greater loss of energy to cool down.
So if the pump cant get the water through the rad quick enough the water thats getting hot stays around for a lot longer and gets hotter.
But if the water is going slower it should get the extra cooling it needs, because its part of a bigger capacity system,so it should be cooler.
Maybe just use water wetter like rob suggested.
