I saw this on the Fisher Fury website and wondered what the benefits are to stepping the cut off leg

If that's a Sierrra upright then it's to attempt to get the geometry right . SSC/Tim did the same when he and Chris redesigned the Stylus into the RT , for P.Powell . They never did like the result so went back to Escort/chopped then finally the lightweight Triumph upright with Ford hub/pcd . Jeremy's J15 looks to have also gone the Triumph route looking at a chassis recently ? I found it almost impossible to set the front end up on the Green Stylus that I sold , to handle as I wanted--- again Sierra .

i don't believe thats a sierra upright as i've got 4 knocking about the workshop at the mo, I think thats escort in origin, and i was under the impresssion that all the top joints on the escorts uprights were stepped liked that.

You can just see the cap onthe back of the bearing and only the sierra has that. Much more heavily built than Escort or Cortina, both of which have the bearing in the hub and a stub axle on the upright; Sierra has the bearing in the upright with thestub on the back of the hub flange.
I've got later machined top mountings (as opposed to the welded ones shown) and they're stepped like that. I guess it's so the geometry is correct for Sierra hubs without having to have different top rocker arms and spring rate (leverage would be different) than they make for Escort/Cortina.

Is that safe? Looks dodgy

Well the cross section of the welds is far bigger than the cross section of the ball joint pin.
