Ethanol will absorb moisture/water. If your fuel tank is not tightly sealed, it can absorb it from the humidity in the air. Once so much water has been absorbed, it will start to drop out of the fuel and settle to the bottom of the tank. If fuel that has a lot of ethanol in it, I have had it start absorbing moisture out of the air and cloud up (like in your first pic) in as little as 15-20 out in the open (like in a open top cup or bowl)
The goo in the bottom of your carb simply looks like bad fuel that has a lot of water in it. It will gel/goo like that. I see this all the time at work (small engine/lawnmower mechanic) I usally have to pull the carbs and sonic clean them, then drain, clean, and dry out the fuel tanks and lines.
The longer the fuel sets without being used, in a not so tightly sealed tank, the shorter is life will be and the quicker it will absorb moisture.

If I was you, I would completely drain the tank, if removing the tank to clean is not a option, then add a gallon or two of good fresh fuel, try to bounce/rock the jeep to slosh it around some then drain that back out. Blow/flush out your fuel lines and pump and clean the carb real good. Run some good fresh gas in it.
